Public Hearing

Present:           Mayor Larry Herron, Alderman Gene Grear, City Administrator Ray Ivy,

                        City Clerk Bobbie Ives, Dennis Stith, Shafer, Kline & Warren and Victor

                        Pippin.

 

Mayor Herron called the Public Hearing to order at 6:00 p.m.

 

The public hearing was held in order to (1) present and discuss the planned wastewater system improvements; (2) receive comments on the environmental impact of the project; and (3) allow the public to assist in identifying valid environmental issues involved in the construction and operation of the proposed project.

 

Copies of the proposed plans are available for public inspection at City Hall, La Plata, Missouri.

 

Dennis Stith informed all present a second public meeting will be held on Thursday, March 20, 2008 at 6:30 to discuss the proposed user charge plan.

 

The project is receiving State Revolving Fund and Rural Sewer Grant Funds from MDNR.  These meetings help fulfill some of the MDNR requirements for the project.

 

The engineering report for the project was submitted November 7, 2007 to MDNR for review.

 

The areas affected by the project were submitted and cleared by various agencies.

 

Background of project:

 

  • Sewer project started in 2000
  • $2,250,000 bonds were passed by citizens of La Plata.
  • Phase 1 was finished in 2002, and it included new sewer lines and pump station.
  • Water tower and line replacement was completed in 2005.

 

Phase 2 Sewer Project includes gravity sewer to serve unsewered homes in Parkland Addition.  Gravity sewer along with forced sewer lines will serve homes east of Hwy 63, with gravity sewer along SR Route D North of the railroad to serve existing businesses.  Phase 2 will, also, expand the second cell of wastewater lagoon to increase the storage capacity.  The plans for the second phase also include adding wastewater land application to crop and grass land south of the city.

 

The treatment system includes storage of wastewater and rainwater in two lagoons cells.  Wastewater is treated to reduce organics and solids.  The system is a non-discharging system.  The system is sized for  some growth over the next 20 years.

 

The expanded lagoon storage is sized to allow 155 days between land applications.  In a wet year about 78,900,000 gallons of water (wastewater & rainwater) will be land applied to the golf course, Jim West’s property and other properties in the same area.

 

City Clerk Ives asked if there was a plan to remove sludge from the lagoons.

 

Dennis Stith said the sludge would be diluted and land applied as needed.

 

Victor Pippin inquired about the process of selecting land owners for the wastewater application.

 

Dennis Stith stated there would be a contract with specifications required for the land application process for users of wastewater irrigation..

 

Dennis Stith stated the project requirements would be completed by the first of May for a mid-June bid opening with construction beginning the 1st of August and project  completion in February 2009.

 

Victor Pippin asked where the construction would begin.  Dennis Stith told him the contractor usually made that decision.

 

Alderman Gene Grear inquired about the size of the sewer line on Church Street.  Dennis said it was a 10 inch line. 

 

Alderman Grear asked if the plans included a drop manhole for the force main changing into gravity at the railroad.  Dennis informed him the manhole would have a capacity of 145 gallons per minute.

 

No environmental issues were raised regarding Phase 2 of the project.

 

Mayor Herron asked if there were further questions and thanked Dennis Stith for his presentation.

 

With no other questions the Public Hearing closed at 6:35 p.m.
